I'm thinking of building a floor structure over the concrete. This would give me a nice level and flat floor that I can run wires under, duct work for HVAC, as well as give us a nice feel to the floor, instead of sub-floor and wood flooring right over a fresh level slab.
Re: Framing A Floor Over Concrete Knock it down what needs to be knocked down, have a step down finished nice in wood and use engineered glued hardwood floor or insulated floating floor. You will save so much work and you will make same money if not better and it will look real nice.

I'm building a 3000 sq ft ICF ranch house over a full basement and would like to use a GSHP for a radiant floor heat system. For the first floor, the most economical solution seems to be a 1-1/2" lightweight concrete slab on top of a (suitably engineered) wood subfloor.
A decorative concrete overlay or microtopping is a great solution for restoring and enhancing worn, damaged or discolored concrete floors. Overlays can also be placed over other flooring materials, such as vinyl tile or wood.
Question: We have experience resurfacing concrete with microtoppings and polymer overlays, and we are now just starting to do this process over wood—either interior floors or upper-level patios that do not have enough clearance for concrete.
Some wood flooring options don’t perform as well on concrete slabs, and likewise for some hard flooring options on wood framed floors. In general, however, most flooring choices will work on either type of sub-floor and shouldn’t be a major determinant in which system you choose.
Frankly, Stacey, the thought of a concrete-over-wood floor frightens me badly. IF you can determine that your existing framing can carry that much additional "dead load", then definitely rebar and remesh (the mesh) well or it'll crack.
